One Lakh Digitally Signed Certificates Issued through eDistrict Project

eDistrict
is one of 31 mission mode project part of the National eGovernance
Plan (NeGP). The project was conceptualized to provide various
“Government to Citizen (G2C)” services like the issuance of
certificates and licenses, submission of application for social
welfare schemes, RTI requests, etc. to the citizens from a convenient
center near to their residence.

eDistrict
is one of 31 mission mode project part of the National eGovernance
Plan (NeGP). The project was conceptualized to provide various
“Government to Citizen (G2C)” services like the issuance of
certificates and licenses, submission of application for social
welfare schemes, RTI requests, etc. to the citizens from a convenient
center near to their residence.

Government
of Maharashtra has initiated the statewide rollout of eDistrict MMP
in December 2013. Since then over 180 out of 357 talukas have started
issuing digitally signed certificates and the number of certificates
issued has crossed the 1 lakh milestone in June 2014.

The
project builds on existing infrastructure created by other projects
like Citizen Service Centers (CSCs) AKA Maha e-Seva Kendras,
Maharashtra State Wide Area Network (MSWAN) and State Data Center
(SDC).

At
present 25 high volume services provided by the revenue department
such as Income Certificates, Age nationality and Domicile
Certificate, Caste Certificates etc. through the ubiquitous Maha
e-Seva Kendras and select SETU Kendras. Few of the many benefits
delivered by eDistrict project are:

The
standardization and simplification of input and output forms. The
forms are available for free to the citizens for download and print
(https://www.mahaonline.gov.in/Site/Common/Services.aspx?Service=0&Dept=n).

The
Government of Maharashtra has also taken the landmark decision to do
away with affidavits and replace it with self-declaration (Click Here
for more information) for services delivered through CSCs.

Various
technological innovations such as use of Digital Signature, SMS
notification to citizens, use of digital workflow for processing of
certificates and provision for Online and SMS authentication of
issued certificates were also implemented as part of this project.
With help of these innovations, eDistrict had played a key role in
bringing down corruption in the process of delivery of services by
helping citizen to avail these services without visiting the
concerned District offices, eliminating the hassles of dealing with
agents/middlemen. The simplistic workflow and clarity on documents
required and fees charged also reinforces citizen’s confidence in
electronic service delivery.

Directorate
of Information Technology (DIT, GOM), the nodal agency for the
implementation of the project in the state seeks to expand on the
success of the project. DIT plans to implement enhancements to the
software created by MahaOnline Ltd. (a joint venture between Govt. of
Maharashtra and TCS) to expand the portfolio of services delivered
electronically to the citizens.
